Africa is beyond help nothing will ever change there, no matter how much money or infrastructure you pump in because the people cannot change. We should stop wasting our money already.
All the help the US taxpayers have given Africa over who knows how fucking long now have led to the highest fertility rates in the world. Most African nations have a rate of >5 children per woman while US fertility rate is <2 children per woman. We literally tax our citizens to death so we can subsidize other countries.
