I think the problem is that if you don't have people that know how D.C. works you won't get anything done, but everyone that knows how D.C. works is corrupt. Probably better to just fire everyone and bring in complete outsiders and just fumble through things honestly.

well, as we understand it, it's immensely difficult to outright fire people. you can put in new executives and such, but they can't fire their subordinates.

For the senior leadership / political appointees that serve at the pleasure of the president, they can be fired for any or no reason. You're right that below that the employees do have some rights, but they also have responsibilities. Illegal activity is a pretty quick way to get rid of anyone.

It's easy to fire someone in government. The problem is that the person doing the firing has to have balls. You'll probably get sued, face an investigation, and have to justify why you fired the person. But if you've documented everything it's not difficult by any means. It's like when people moan about how hard it is to fire a teacher. And yet we see conservative teachers fired instantly when they come out and support Trump or his policies.

Whenever people tell you that, they either don't know the system and are parroting other's words, or they're part of it and lack the will or desire to fix things.
