Any state that does this should have to get rid of every other law or requirement for an ID. Even driving in that state should be made to have no license needed. Just to prove a point on how much bullshit this is. Someone who in court for driving without a license should have their lawyer fight and say the state is discriminating against them and use this ruling on an ID as an example in court.
