There should be a criminal law special for Any public official who passes a bill that is unconstitutional —- like throwing away the Equal Protection Amendment.

How does letting illegals drive cars without licenses impact imigration law? So they can flee from ICE in a car chase rather than on foot? So they might escape easier, killing citizens and wreaking havoc on the roads as they do so? Whats the motivation for these 'city leaders' ? A court summons IS an arrest. By signing the summons, you promise to appear in court. The crime is just not serious enough to put you in handcuffs and make you sit in a cell overnight, but it still counts as an arrest. The bill is about arresting by summons as opposed to custodial.
I think it might be in my best interest to tuck away my birth certificate (and other documents) and just claim I'm undocumented. I can get in-state tutition, of the hook for crimes, avoid taxes, still get to vote, etc.
The law applies TO ALL, or it doesn't apply AT ALL.
