I worked in management. This would fall under "willful work stoppage" and absolutely would be grounds for disciplinary action leading up to termination, even under a union contract.
When an employee allows their work to suffer for whatever reason, it is justified for management to step in and find out what's going on, then solve the problem to the benefit of the company.
Start with No Work/No Pay. Then after they've used up leave/vacation that would have been paid if not for their political protest on a job site, No Work/No Job.
