Congress created this, in their eyes, mess by giving latitude to the president when enforcing laws. If they wanted no discretion in enforcement of laws they could write that in. Instead they usually give wide discretion because they can't plan for every eventuality, and that means the president gets a certain amount of leeway.
Clarence Thomas said that any federal judge being allowed to issue an injunction against the President only works if it's not abused but that it's an important ability for the branch to have. He said he really doesn't want the SC to have to get involved with the issue because it would be forced to do something like limit the ability to rule against the POTUS to only the SC because they're getting so out of hand with it but that if they don't stop they'll be forced to get involved. You could tell just by his choice of words he hates those activist judges abusing their powers as much as any of us.
