You don’t outright ban your opponents, at least not at first, because that turns off moderates. The main thing is that each individual step you take needs to be petty and as complex as possible so that your opponents can’t even explain to limited-attention-span moderates what’s happening.
It’s like in China, they didn’t just ship all the Uyghurs off to concentration camps one day; they just imposed a super-complicated set of rules about who goes to the camps and who doesn’t, which none of us outside Xinjiang can actually get any legibility into.

He said (again, paraphrasing, because I need to read The Myth of Male Power again) that for the radical left, suppression of speech is tolerated and even celebrated because it is not seen as suppression of free speech, but as the elimination of hate speech.
