I suspect they were absolutely lying about any violations of the content policy, and deliberately smearing people with such generalized language so the press will think "Oh they must have done something illegal then."
The bad faith is evident in refusing to show any cause for removal (thus every still remaining mod can be removed at any time similarly without cause) and getting involved in "vetting". The second one shows that the removals weren't for any "violations of the content policy" they were done only to provide justification for adding their own moderators to take over T_D completely.

No idea about an app, but if you have an Android device, you can use Chrome's "Save to Home Screen" feature to add a pseudo-app to your home screen.
