If they don't pay they don't get to appeal, just get shipped back.
How about we just ship them back and send them the bill in the mail. If they pay, we'll listen to their appeal.

It says appeals. Not deportation. If they can't afford to pay for their own appeal then they get shipped right back without a say in the matter.
