Not only will it save us money, it will also add a terrifying disincentive for anyone trying to enter the country illegally.

However, I don’t understand how is this enforceable at all. If they don’t have cash on hand, I don’t expect them to pay the bill once they’re back in Honduras.

If they don't pay they don't get to appeal, just get shipped back.

How about we just ship them back and send them the bill in the mail. If they pay, we'll listen to their appeal.

if they got money to pay for smugglers to get them here, they've got money to pay for their own deportations.

It says appeals. Not deportation. If they can't afford to pay for their own appeal then they get shipped right back without a say in the matter.
