A lot of homeless people wouldn't be, in LA for example, thirty years ago, when someone who lost a decent job could pick up work in construction or other temp work like that. You can't get jobs like this anymore. This is the start of the downward spiral for many, which from here can lead pretty quickly to substance abuse and homelessness.
First, realize that the welfare system (at least in NY) has plenty of programs and resources to eliminate homelessness.
Next, realize that the homeless are homeless because they want to be homeless, or that they are not sufficiently mentally capable of deciding to not be homeless.
Stop voting in Democrats. Almost every liberal city is experiencing a tale of two cities. Uber wealthy and Uber poor, driven by progressive policies.

Arrest them for violating ADA. Their tents, sleeping bags, shopping carts, and debris block access for handicapped people. ADA is federal law.
