I agree partially, but I also see that they don't want people to be able to come here and troll brigade. I do see it having the effect of it being more difficult for things to be sifted appropriately in rising and top.
I understand your concern as we went over this at the beginning. If there is a downvote capability without having to click on the subject matter, it’s too easy to create lots of accounts solely to downvote. The results were nothing was rising, let alone get to the top. This method prevents good posts from being pushed down into oblivion.
Having the downvote in the comments has proved to be the balance for the situation while allowing posts which we want to move up the ability to do so.
Just boils down to us having 3 voting options (up/novote/down) instead of 2(upvote/novote). 3 is more fun than 2.
Beyond fun, with only 2 options, "meh" stuff rises to top spots that should be reserved for "good" stuff. And it gives us no power to downvote reposts, trolls, etc.

Both ways have been tried. This is what works best.
Sad to lose a feature because of bots (and other degenerate cases), but I got you. At least I can downvote in comments.

Yeah I agree. Plus there are troll accounts that need downvotes too
