OK, the best way to describe it to a person that doesn't know is to explain how webpages work.
When you click on a link, like on google or duckduckgo your computer sends a request to a server, the server sends "instructions" on how to build the webpage, these instructions are in HTML your computer takes those instructions and builds the webpage locally in your browser.
So if you change those instructions you change the local version of the webpage on your computer, like making the background purple or making the text bigger.
It's only locally tho, so when you refresh the page your computer is sent a new set of instructions and rebuilds the page how it was supposed to be.
There actually used to be a tick you could do with HTML on facebook, by changing the user field in the hypertext to the address of someone else's account you could post as them on their wall and you didn't even need a password.
We also used to fuck with our teachers back in school by editing the webpages they brought up when they left the room.
They can seed posts, screenshot, and try to ruin our credibility. The upvotes they get help them in their nefarious intentions.
