so the consumer's rights were violated, and the FCC is fining the US wireless carriers for $200 million.

Who gets the money?

If that doesn't go directly to the consumer - it seems like quite a racket for the FCC

We’ll all get a bill credit for a dollar. Or 2 dollars off our next upgraded phone purchase. While the carriers made billions. Better to ask for forgiveness (and pay a fine of 1/10th of what you made) than to ask for permission.
