My theory is they've largely given up on winning the presidency. Like Bloomberg said though, "I bought that", and he's using his status as a candidate to flood vulnerable house and senate seats with unlimited amounts of cash.
At least he, I believe, thinks he can win by taking the senate and either stonewalling the second term to irrelevance or impeaching Trump again but with a willing senate ready to convict this time.
My theory is that Biden has no intention on winning anything. I think he's only running because of the whole Ukraine investigation problem. The media spun that as Trump is attacking Biden because Biden is running against him but the reality is that Biden is only running because Trump starting looking into his pay for play schemes. By running for president, the media gives Biden a free pass against all scrutiny because they just dismiss it as Trump playing politics. Won't work when Trump gets reelected though.
