Of course it's by force. Because you're forgetting the core trait of all of humanity. Might makes right. Any government can only exist by the dictation of might. Decentralized might is better for individual personal freedom. Whereas centralized might is better for the nation as a whole.
Communism can only exist in a state of absolute centralized might. Because if anyone steps out of line and does their own thing, like, for example, trying to trade their goods for other goods, they're no longer engaging in communism. If this gets out of control and goes beyond a handful of such trades, capitalism takes root and communism collapses. Thus, to maintain a communist society, you have to crush such efforts.
