It has to be considered "petty theft". If you go into a Walmart and fill up a cart and the items add up to less than $950, even if the cops catch you, is just a slap on the wrist and off you go.
That why several Walmart are no longer open 24 hours, not even in nicer areas. People would just go in around 1am in droves and sack the stores.
How does this work? Can anyone just walk up to a bank teller and ask for $999 and the police won't try to catch you?
