How difficult it is to prosecute corrupt officials. When there's no downside for bad behavior then it creates many other problems.
It's not hard to prosecute them, when those that make the decisions on whether to prosecute are willing to go after them.
The problem right now is that Barr (but more likely those below him) don't have the intestinal fortitude to make an example of Comey, et al. because of the likely political backlash and the institutional backlash (the bureaucrats not doing their jobs after some of their own are targeted by the political appointees.)
We can be flippant about it and just say they should just do it, damn the consequences, but there are other issues that might have greater importance that they are trying to accomplish that politically explosive prosecutions would interfere with: immigration law enforcement, what ever else the DoJ is prioritizing but isn't in the news, etc...
