Really? How quickly you've forgot bloody separatist wars in "..istans" (republics) during the fall of SSSR communist regime? Bloody civil war in fall of Socialist Republic of Yugoslavia?
If we are talking specifically about the Balkans then I suggest you read up on the individual ethnicities and their struggles in that region. Their civil war would not happen with the Soviet Union around but once it all fell apart nobody cared if they slaughtered each other. That all happened after the communist regimes fell, they were given freedom and decided that Civil War was their best option, that is their problem.
