Not sure if you're /s or not, but while yes, you could technically 'scale' the wall, that'll be far too intimidating for most people, and getting down the other side is MUCH more difficult

Most people crossing the border are nowhere near in shape to successfully make that climb even with gear or assistance. Mexico also happens to be the fattest country on earth, even moreso than the US.
