unfortunately, one step forward and two back. the 9th circuit ruled that illegals can't be sent to mexico to wait for their hearings. they tried to enforce it across the entire southern border but eventually had to limit it to cali and ariz which are in the 9th's jurisdiction. now it's up to SCOTUS to deal with it. essentially meaning 'catch and release' resumes tomorrow.
