Conservatives should be very happy with Trump's response. He did not use the emergency to overreach like most other politicians would have. He instituted a temporary travel ban because that is within Presidential authority. He then called on Congress to take action where Congress has the power to do so and he encouraged local governments to take this seriously, while also reminding everyone that this will pass and the economy is not crashing.
