I really don't want the government telling parents what their children can dress up as in public. I'm more concerned with the fact that this performance took place in a bar, and I wonder if there was money changing hands. If the child was getting money (even just cash tossed to him by people in the audience), then child labor laws should come into play.
We have a real problem with public libraries and schools, which are operated with taxpayer funds, having adult drag shows performed in front of children, often without their parents' advance knowledge or consent. THAT needs to be outlawed.

Depends on the specifics. Parents using their kids as slave labor is not okay, because then those kids turn into adults who aren't able to support themselves. And parents putting their kids to work performing in bars for pay (regardless of what kind of costume they're wearing) is not okay, because civilization.
