Yes, Shengen Area is only for people already in EU, so in theory, citizens of individual member states, like it is in US when going across state lines.
Individual member states still maintain right to close their own borders, as show by many that already did it.
People outside of Shengen still have to go through passport and visa process (assuming they are coming in legally, of course).
However, distances between civilization in Europe are much smaller than they are in US, we do not have several hour car ride worth of desert between cities...
California's Borders are open in spite of her people. Majority of Californians want the southern border well regulated. You're 100% right except in the United States federal law is the supreme law and overall the culture of the United States was designed to be the same although it has lately been fragmented. There are of course some subcultures but nothing like the completely different thinking between nation states in Europe.
