Prices won't increase enough to make domestic production viable for a while. Buying up the supply is the best way to raise the price back up to something reasonable, but this was probably not enough to bail Russia out.
It's always a risk; if the price would've continued to fall, it could've been bought a little cheaper. A very good use of funds either way. This was a genius move!
