If I'm understanding this correctly, the mayor hasn't banned gun/alcohol sales/etc yet, but has been voted the power to do so. Next step is the city council votes to ratify those powers (on a per power basis..?). Once the powers are ratified, then she can act on them. Presumably, she can be overruled by the governor, but she probably won't be if she chooses to act.

My understanding is that she signed an executive order granting herself these powers. Let's bring on the court battle and the civil suit for violation of citizens rights. When Lou Barletta was mayor of Hazleton, PA the city passed a law requiring landlords to require proof of legal status. It cost us over 2 million in plaintiffs legal fees. Lets do the same.
