The irony here is that people actually DO reuse the plastic bags here in New York, CONSTANTLY, so the law was useless.
Without exaggeration, every single apartment I've been to in Manhattan has a collection of plastic bags under the kitchen sink, that people reuse for trash, or for carrying extra items with them on their commute, or packing their food for the day, or cleaning up after their dogs.
It's almost as if environmentalists are a bunch of elitists who have no idea how regular people live their lives...
