sorry for my ignorance, but why would it being an open bolt matter if it were a semi-auto?

Me too, I don't know enough to understand what they're on about. Open bolt?

I've had it shown to me by a gunsmith during tear down that it's not hard to convert say an AR-15 to full auto, so I really don't understand the significance of open bolt here. Glad we have people that understand this stuff ...

Open bolt is still considered automatic by the atf because it is readily convertible. It's just a rarity really.
