Some people think the CDC as some kind of special force dressed in hazmat suits and shoots virus with lazors, while in fact they are just a bunch of useless bureaucrats in charge of giving other institutions money. Somehow these incompetent fools managed to give themselves the power to decide who gets tested throughout the country and states need to negotiate with them if they want to conduct their own tests.
