Intermittent but happening as of this post.
Also, my upvotes are recorded on stickies, but when I refresh the page the arrow is grey, so I can re-upvote. Might be a feature instead of a bug.

Sticky upvotes fix soon, not a feature.
Thanks! From the post count on my other submissions, I guess shadow banning is implemented. Smart move.
