The Obamacare website was handled by a company in Virginia called CGI. Their policy is to hire kids right out of college. They hired half of my '09 CompSci grad class, and I knew from that info alone the website would be a fucking disaster before it ever launched.
Google, on the other hand (like em or not), employs a lot of brilliant coders despite their idiot politics. It's no shock at all that they can develop a landing page with a questionnaire that redirects to maps/directions to the nearest testing site while also notifying the testing site of potential new "customers".
