Toilet paper is the key. If you're worried about making it through months of quarentine, who leaves the canned food on the shelves and stocks up on toilet paper. You're not gonna need it when you can't shit cause you're out of food.
I suspect what happened was some people looked at their stock and noticed they were down to the last handful of rolls and re-stocked a little ahead of schedule. Most stores don't instantly restock the shelves, so a 50% uptick in demand can lead to empty shelves if the day stockers aren't on top of their game. The shelves empty (I've seen this on a busy Sunday afternoon when the stockers were mismanaged) and now people start to panic buy. The hysteria speads, hits the news that there is a shortage, so everyone runs out and buys extra. This leads to empty shelves for a day or two and more panic. The next truck arrives and all is fine, but the damage is done.
I think they are going to implement a kind of Quarantine where I am also. A few people died. At the store some idiot brought their coughing child to go food shopping. The child was coughing all over every thing, and too young to know they had to cover their mouth. The mom was an anti-vaxxer type. Some people don't have common sense and need guidelines or natural selection takes over.

I think vaccines are good. But I think 70 vaccines by age 4, I think that is likely a little much. If people are allergic to tylenol then people are allergic to vaccine ingrediants.
