I like this. I think it's too lenient

it sounds like that scene from The office with Jim and Dwight and demerits

I have a 5 strike rule and it should work like this. Three strikes and your network gets a hefty fine. 5 strikes and your network that's double that fine. every strike after that your network gets another fnee

and once you reach 9 strikes the network gets put under review by White House counsel who can determine whether or not it's allowed to continue publishing

I think the specifics of that stuff can be hashed out but I completely agree with your general premise..
