I think it’s less that we couldn’t and more that our leaders weren’t willing to commit to the kind of overwhelming use of force that a war declaration brings. Accepting high levels of civilian deaths could’ve meant much quicker, more decisive victories in both conflicts but at the cost of mass condemnation of the international community.
