I think point was to show the percentage of the population over 50. Yes, they do have less people over 50, since their population is much lower.

But the size of the bar means nothing when the scale is different. Italy's scale only reaches 3 million, America's reaches 14 million.
The point of the image, is to show the differences in age groups.... You don't need the Italian graph to be scaled to 15mil to see that...
