The only things that were in short supply were eggs, toilet paper, and cleaning supplies. On Saturday the same store was nearly barren.

Meanwhile, in Cuba, 50 years later and everyone is still on ration cards.

I actually still have my grandparents ration books from WWII. You don't get what you need. You get what you're allowed to have.

It means those who have it may or may not have access to said rations, which is a very resourceful approach since everyone gets only what they need!
