The RCMP even built them a little bridge so the "asylum" seekers won't get their luggage dirty. Here's an article with a picture. Where the "asylum" seekers are standing used to be a ditch. Not pictured is the new reception center, but this article has images of the old one that was just tents.
I forgot to add that the "asylum" seekers seem to have been granted 20 years of no procedure excluded Canadian health care with dental and prescription coverage.
