It's standard business practice corner cutting, to increase profit margins. It's just that some things should not have the corners cut, but you can't tell Chinese leadership that. They wouldn't be as rich if they didn't cut any and all corners. So they cut the corners on their biolabs, and here is the end result.

The Chinese made product only says "certified to bio level 4" on the package because that's what the product they were copying had on it's package.

There was a large shipment of surgical gowns that couldn't be used because they were arriving contaminated. No one told the Chinese manufacturer they had to actually sterilize the gowns, they just told them to make sure the package was marked "sterile".
