because a check gets you the money as soon as you cash it. a tax credit means you have to wait til you do taxes next year to get it and immediately suspending all taxes right now means a whole lot of red tape to figure out how much tax should be "given back to you now" that you get exempt from paying taxes on when you file next year.
The only real solution to get folks the money they need at this moment to not default on their obligations is writing them a check. People have rent to pay, mortgages to keep up on, loans, gotta buy food, gotta keep the lights on. a tax credit won't do it and neither will a suspension of all taxes right now. You need something to replace the income they aren't making because they can't go to work.
