Italy reacted too late, plain and simple. They spend weeks importing sick people, allowing them to mingle and spread the disease. By the time they reacted it was all over.
Lockdowns work, it's basic science. If you keep people away from each other they can't spread the virus. The real question is, whether the lockdowns are necessary.
Not even too late, utterly incompetent.
My Italian colleague told me, when it was happening, that before they put notheren regions in lockdown (only southern regions at that point), they announced the action on social media.
That then caused a massive exeduse of southerners that live in the north to travel down south: "If I'm gonna be sick, I'd rather be sick next to mama".

The government saves us all, again. /S
