If the Chinese were targeting us with a bioweapon, why would they make it about as innocuous as the flu and then release it in their own city? They could just dump it in a California homeless camp and we'd be fucked without even knowing who hit us.
The weapon was not the virus, it was the panic. China made sure plenty of videos got out about people collapsing in the street, hospitals being erected, incinerators being brought in, apartments being boarded up etc.... All for something not much more potent than the flu.

I think the flu was also the weapon. They just had to be very careful not to open Pandora's Box. These things change, mutate, and adapt. I'm sure they knew how it could be treated. Maybe it got out before they were ready, maybe not. I have serious doubts that it was an accident, though.
