When the first cases appeared in the US, China was suppressing information (and straight-up lying to the world) about the virus. The CDC responded to those cases immediately, but WHO said it was no big deal so the press called Trump a racist. Almost two weeks later China finally admits that the virus is contagious. I don't know if the case statistics were available then, but they clearly had a problem that was growing out of control. The White House responds by immediately creating a task force to fight the outbreak. As soon as that task force accumulated accurate information Trump declares a national emergency and halts traffic from China, but at this time we still only had 15 cases in the US, so the press called him a racist. Another couple weeks go by and Pooh finally addresses the pandemic. At that time we still only had 19 cases and they had over 40k, with almost a thousand deaths. By the time China responded to the emergency the problem was several times greater there than it is for us even today. As you can see in the chart, all of this took place before the issue exploded here in the US. People think our administration wasn't doing anything, but that's because China was concealing the true scope of the threat (we were acting on best available information), and the press didn't cover any of the measures we were actually taking (unless it was to stir up hysteria). Trump did what he had to do in spite of the bad press, saving many lives, and they're still calling him a racist because he puts the blame on the nation that had a responsibility to tell the rest of the world what the hell was really going on within their own borders instead of murdering the people trying to get the news out. We should all be thankful that we have a real fucking hero at the helm instead of Bend-over Obama.
