Doing it the way they have will unfairly punish people who either had a bad year on their 2018 taxes or were students at the time but have since gotten a job and started paying taxes.
Not to mention the odd situations like couples who were not married in 2018 but were living as a traditional married couple where one stays at home and the other works. Will they effectively get cheated out of half of the stimulus just because of a technicality?
Or what about people caring for adult dependents?
I feel like this whole thing has been made way to complicated when Trump already suggested a simple system that would have been way more fair. Have a SSN, are an adult, don't get welfare, and don't make over a certain ammount? Here's a check. Have kids? Here's a little more.
This money will only be a small cushion. It will probably come in two stages of 1500 bucks each. People making 75K or more wont see a check.
Whatever it is, only spend it on food or medicines.

Under 5K a year in income means you’re already fully subsided by one or more of 8 social programs.
Also, 2018 had more people that would qualify as the tax cuts hadn’t fully kicked in and removing the Obamacare mandate hadn’t taken effect yet
