First off, those are not tanks.
Nor are they roaming city streets.
It was a train with a bunch of Humvees on flatbeds. Something that is not at all unusual.

I've seen this discussed for years. These trucks are shipping from where they were built. If this was some nefarious operation the trucks wouldn't all be the same.
Dude have you ever actually seen what a tank looks like? Those are jeeps, trucks, and some hummers. Also I've passed long trains of those things on my commute plenty of times without anything crazy even going on.
Do you think if the government was going to deploy forces en masse they would do it on a public freight line unprotected and in broad daylight like this? Trust me, the US Army is far more sophisticated. If they plan on invading your city it won't be with this much notice. You will wake up one day to a tank on every corner of your block.
