There's definitely more to this statement than a coronavirus. Tuberculosis has a much higher mortality rate than this, having already killed more people this year, but even though we take it very seriously you don't see Congress declaring a war against it.
He called it right on the war, but not on the true enemy. If this virus had been launched into the US by muslim terrorists, America would by now be mopping up the few survivors. But this virus came from China. China suppressed and lied about the virus as it spread in their population, then they released it upon the world. Anyone who thinks China wouldn't do such an evil should think again.
For its own protection, the West must decouple from China and take it out of the supply chain. Allowing them into the WTO did not civilize them as had been thought, it just made them richer. Now this enemy is waging war.
The repeated use of the term "we, or America, is at war" is being used because Martial Law is necessary to do an end-run around Governors who are actively trying to destroy the economy.
