I don't think we did enough in Jan/Feb, but I'm not going to blame the president. In the middle of / right after almost being impeached he took the politically unpopular position of banning travel to China, which surely didn't have a lot of Republic support either. It surely slowed the spread of the virus, but unfortunately testing issues at the CDC, FDA bureaucracy, and complacency among all didn't help the situation. So we pushed back our start date a bit with the travel bans, but now it looks like we need to do more.
