Move manufacturing back to the US, regardless of whether China deserves to be punished.

Every country adds up its coronavirus expenses and deducts that from their China debt. If they have no debt, sue China for the money.
There's no way to make that tally. There's no way China can ever repay what it owes the world.
When the time comes to really answer this question, it will take a group effort of all trade partners to come up with the answer.

I think it's very obvious and simple. The whole world needs to:
default on all debt to China. They owe the world more than they can ever repay.
Nationalize all Chinese investment in all our Countries. Kick out all Chinese citizens, forbidding them to ever return.
Boycott China.
Disable / destroy their level 4 lab. They were warned about this shit. Never again!
Military alliance to guarantee China never bullies anyone in the south China sea. An initial 60 year short term commitment is reasonable.
