Isn't this largely due to not enough test kits and medical supplies, like masks, being available?

In my opinion, yes for the testing. As of March 17, Tennessee had 73 confirmed cases, with plans to open a bunch of new testing sites.

At the hospital I work at, covid testing takes a WEEK to come back. I was floored. How is that even remotely helpful?
