Well...if you look at places like Florida, D.C., California, or New York people weren't social distancing after being told to. Perhaps states could propose that no more than 10 people could be in a business at a time, they have to be 6 feet apart at all times, and if they are found to violate this they are heavily fined because their negligence is putting the greater American community and the healthcare system at risk.
