If your goverment takes your income from you by exercising extra-Constitutional powers, then you are owed damages. Yes, the money will eventually be repaid by you or through spending cuts elswhere, but if by making payments now, the fed reduces the damages from its actions, then that should be attempted. Its called mitigation of damages. Both parties have a duty to reduce the damages going forward.

This is being done so our rebound will be “V” shaped and our economy will come roaring back to where we were just a few weeks ago. This is an emergency, it won’t continue after the crisis has passed. We need our businesses and families to stay afloat until we can get back to business as usual.

with luck you may get that. By then NY will be 6 days into treatment of patients with chloroquine at significant scale. If those numbers look good, then I think you will see things rapidly move to a model where most everyone goes back to work except the aged, medically vurnerable, and those living in very "hot" areas.
