I think he’s talking about China’s reaction. They were taking people’s temperatures all around Wuhan and if they had a fever they were forcefully taken from their homes and quarantined. They were welding doors shut at apartment complexes. Look up videos of all the initial happenings at the very beginning of the outbreak.
